[jamsat-bb:3956] RE: TO-31 in Dec.18

Yesterday I reloaded the OBC186 to update the software.  Unfortunately I
loaded an old version of one of the programs and this caused one of the
receivers to stop working.  During our first morning pass I started the
reload again, and this should be completed on the next pass in a few
minutes.
