The IARU satellite frequency coordination panel has discussed your request. A question has been raised in relation to having the spacecraft operating with VHF up and UHF down. 
In general we recommend to use 145 MHz for downlinks, because the link budget has a 9dB advantage and also to prevent retransmissions of the many non licenced operations which take place in many parts of the world in our 2 meter band. We acknowledge that in Asia the general practice is UL on 145 MHz.
