Call for Volunteers for the AMSAT Booth at Dayton 2013


The 2013 Dayton Hamvention, sponsored by the Dayton Amateur Radio Association
will be held this year on May 17-19, 2013.  "Dayton" is the
largest hamfest in the United States, and AMSAT will be there again this year.

You can assist AMSAT by volunteering to help staff the booth.  While there, you
will meet other AMSAT members, interact with the satellite
designers, builders, and operators, and enjoy all that Dayton has to offer.

People are needed to assist with the setup of the booth on Thursday, May 16 (11
a.m. to 4 p.m.), to staff the booth Friday (9 to 6), Saturday (9 to 5),
and Sunday (9 to 1), and packup on Sunday (1 to 3).  Most people volunteer for
one or more 2 hour shifts in the booth.

Unfortunately, Gould Smith WA4SXM, AMSAT's  VP-User Services and long-time
Dayton Team Leader  will be unable to attend Dayton this year because of health
issues.  AMSAT President Barry Baines, WD4ASW has asked Steve Belter, N9IP to
take the lead on AMSAT's Dayton Operations and he has graciously agreed to
coordinate AMSAT's activities at Dayton for this year. Steve is a long-time
volunteer who has assisted AMSAT at Hamvention in prior years.  Please send an
e-mail to Steve Belter,n9ip@amsat.org, if you are willing to help AMSAT at the
Hamvention.  Please advise by April 30thl if you're available to assist.

Information on AMSAT's extensive Hamvention activities, including details about
the informal "Get Together" on Thursday evening, the joint AMSAT-TAPR Dinner on

FCC Guidance On Obtaining Licenses For Small Satellites



The Federal Communications Commission (FCC) released a Public Notice to provide
guidance concerning FCC licensing of spectrum for use by small satellites,
including satellites that fall within the categories of pico-satellites,
nano-satellites and cubesats. The advent of such small satellite designs has
brought with it dramatically lower launch costs, enabling a larger range of
organizations to directly launch satellites. Institutions such as universities
and research organizations that previously found it cost prohibitive to launch
their own satellite can now participate in the exploration of space. Many of
these participants may be unfamiliar with the spectrum licensing, scheduling and
other requirements attendant on satellites. This Public Notice seeks to alert
affected parties of these requirements and thus aid small satellite operators in
the planning necessary for a successful launch operation.


The Commission’s rules set forth three different procedures for licensing
satellites. The Commission’s Part 25 rules are the primary vehicle for satellite
licensing, and are used for licensing a wide range of satellite operations,
including commercial communication and remote sensing satellites. The
Commission’s Part 5 rules cover experimental operations. The Commission’s Part
97 rules cover amateur radio service satellite operations.


Currently, many small satellite missions involve experimental operations – i.e.
scientific and research missions, including missions conducted under government
contract – and many operate in amateur frequency bands. These satellites are
therefore licensed under Parts 5 or 97 of FCC rules. Because of the significant
interest in small satellites in the amateur and research communities, the
primary focus of this Public Notice is on such operations, although certain
guidance in this Public Notice is also applicable to Part 25 licensing.

Satellite DX in Pacific


JD1, OGASAWARA. Makoto, JI5RPT, will once again be active as JD1BLY
from Chichijima Island (AS-031), Ogasawara, between April 28th and May 4th.
Activity will be on 40-6 meters, including the satellites, using CW,
SSB and the Digital modes (NO 6m EME). QSL via his home callsign
JI5RPT.

European CubeSat Symposium


The 5th European CubeSat Symposium that will take place on 3-5 June 2013 at the
premises of Royal Military Academy in Brussels, Belgium.

This is the biggest CubeSat related event in Europe and last year it attracted
more than 250 participants and industrial exhibits of 7 specialized companies.
This year even greater participation is expected. Applicants from all around the
world are welcome.


The call for proposals and the online abstract submission system is available at

The important dates are:

    15 Mar 2013:    Deadline for the submission of abstracts
    15 April 2013:  Notification of acceptance
    15 May 2013:    Publication of the programme and the abstracts
    24 May 2013:    Deadline for online registration
    3-5 June 2013:  5th European CubeSat Symposium at ERM, Brussels
                    (3 full days)
    6 June 2013:    6th QB50 Workshop at VKI, Brussels (by invitation only)


The session topics are:


    CubeSat networks/constellations/swarms
    Scientific instruments/sensors on CubeSats
    Biology and microgravity experiments on CubeSats
    Technology demonstration on CubeSats
    Micropropulsion subsystems, formation flying
    Attitude determination and control subsystem

In addition to regular membership, AMSAT offers membership in the President's Club. Members of the President's Club, as sustaining donors to AMSAT Project Funds, will be eligible to receive addi- tional benefits. Application forms are available from the AMSAT Office.

Primary and secondary school students are eligible for membership
at one-half the standard yearly rate. Post-secondary school students
enrolled in at least half time status shall be eligible for the stu-
dent rate for a maximum of 6 post-secondary years in this status.
