添付のKA3HDO Frank Bauer氏からのメール（2000年10月27日）によると、
第２＆３地域は144.490MHzがアップリンクです。
第１地域（欧州）のアップリンク周波数は145.20MHzです。

３年ほど前のARISSミーティング（ヒューストン）で、日本では144.490MHz
はデジタル通信に使っていて都合が悪い、と私が発言したのですが、その
ままになっているようです。

前回のESA/ESTECでのARISS会合（半年ほど前）をサボった私もいけないん
ですが....(仕事でインドネシアにいたので)

添付のメールは今月２７日に来たものですから、次回のARISSミーティング
（ワシントンDC、１２月第１週）の前に一言、メールで言いましょうか。

う〜ん。144.490MHzを一時的にARISSへのアップリンクに使えるよう、郵政
かJARLにお願いするのと、ARISSミーティングで日本上空だけは145.20MHz
にしてと頼むのじゃ、後者のほうがいいですよね。前者のほうが難しそう。

ご意見、お聞かせ下さい。

All,

For several years, we have been working with the International Frequency 
Coordinators, the astronauts and cosmonauts, and the amateur radio 
community regarding ARISS frequencies on 2 meters.  These are the public 
frequencies, not the school group frequencies.  At this point, I think
we 
have the best solution for the ARISS frequencies that we would like to
use 
on the first operations on ISS.  The frequencies meet the following 
objectives:

1)  The three IARU regions voiced no serious objections to this
frequency 
selection.

2)  This plan takes into account future Phase 3D operations on 2 meters.

3)  There is a common worldwide downlink frequency

4)  The packet & voice uplinks are separate.  The astronauts have
seriously 
objected to the packet noise on the voice uplinks.

5)  Split mode operations are employed.  This reduces the amount of 
downlink interference between terrestrial users.

The frequencies selected are as follows:

ARISS Frequencies

Worldwide Downlink:  145.80

Packet Uplink:  145.99  (Worldwide)

Voice Uplinks:  144.49 (Regions 2 & 3)  145.20 (Region 1)

I hope you agree that, while not a perfect solution, it does represent
the 
best compromise.  We plan to post these on the ARISS Web Page in the
very 
near future.

One other thing.  As we discussed at the ARISS meeting at ESA/ESTEC 
(Netherlands), we will be downlinking the school group contacts on the 
public downlink 145.80.
